Qntra's top menu and side bar now feature links to a page descriptively titled Write For Qntra! This page contains complete, up to date information on how to contribute to Qntra. This means Mircea Popescu's 2015 style guide is linked and blockquoted as it is still the best style guide produced for any web publication to my knowledge.
Also included is a blockquoted sample of a Qntra piece's text as it appears in the edit box for publication. This sample is there because in the past more friction has been encountered with submissions that are excessively marked up than those that lack markup. The game is reducing friction. As an editor, it is easier for me to add markup where it is useful than remove it where it is obstructive. For contributors, markup should not be consuming any more time than it has to. Encouragement that people ask when they aren't sure what to do has been included.
It's also explicitly stated that email is an unacceptable way to submit. It simply isn't reliable enough to do anything other than discourage. If one of the other paste services isn't working, I'd much rather people submit GPG text blocks in the comments of existing Qntra articles than fall back to email, a broken protocol that biases towards failure through not delivering.
Suggestion for additions or cuts to increase clarity and reduce friction are welcome.

Tomorrow I start knocking on the blog comments of folks outside the WoT who identify as dissidents, injecting myself into their conversations in an effort to network and probe the squish. May the RussianBot/FedPlant/Etc accusations of differently paranoid weirdos rain down upon me.
